The mayor of Davenport, Fla., was arrested after deputies said she was discovered using a dead person’s handicapped parking tag.

Deputies with the Polk County Sheriff's Office said they received tips in November that Davenport mayor Teresa Bradley, 60, was parking in handicapped spaces at city hall but did not have a handicapped placard issued to her, and was not handicapped.

Deputies said they witnessed Bradley park in a handicapped space, place a placard on her mirror when she got out of her car, then take it off when she got back in.

“Video was also obtained of Bradley exiting the vehicle with no assistance, removing a large wheeled brief/suit case from the trunk and walking into the City Hall meeting without assistance,” deputies said.

In a search of Bradley's home, authorities said they found two handicapped placards that belonged to two different people who have been dead for years.

The owner of one placard died in Aug. 2012. The placard's expiration date had been altered to display an expiration date of Oct. 2018 instead of Oct. 2013. The other placard was issued to someone who had died in 2015.

Polk County Sheriff Grady Judd said during her arrest she told detectives : "Some time in the past, years in she was kidnapped and so now she's afraid to park in the parking lot she wanted to be a close to the building as possible."

Bradley faces multiple charges, including criminal use of a deceased person's ID, possession of an altered/counterfeit decal and unlawful use of a handicapped placard.

"We expect our elected officials to set the proper example. She not only violated the law, she embarrassed the citizens of Davenport with her illegal conduct,” Sheriff Judd said.
