Samuel Lee Cooper, 25, was arrested by police, Brown told 11 News.

"(He) has a very long rap sheet," Brown said. "He has been convicted of armed robbery, car theft, possession of deadly weapon while serving time in prison, (and) violation of probation."

Officers were called at 1:10 a.m. July 1 to a gas station in the 3300 block of Garrison Boulevard where they found 22-year-old Louis Cody-Dorsey Young with gunshot wounds to his body. He was taken to a hospital, where he died, police said.

Police made the announcement during a news conference Monday afternoon.

Police media Chief T.J. Smith said Cooper was arrested on July 11 on charges of fourth-degree burglary, malicious destruction to property of less than $500, theft of $10,000-$100,000, motor vehicle unlawful taking, unauthorized removal of property and theft less than $100.

Cooper will be charged with first- and second-degree murder and other charges, Smith said. While Cooper intended to target someone, police do not believe Young was the intended target, police said.

Egyptian security forces killed a prominent Islamic State militant on Tuesday suspected of being involved in recent attacks in North Sinai, an Interior Ministry statement said.
