  Tropical Storm Emily: Drenching rains on trek across Florida &nbsp;<p>Tropical Storm Emily churned ashore near Tampa Bay on Monday, starting a trek across the peninsula amid drenching rains and fears of scattered street flooding that prompted the governor to declare nearly half of Florida's counties in a state of emergency.</p>The National Hurricane Center said the ill-defined storm that sprang out of the Gulf of Mexico reached Florida's central Gulf Coast late Monday morning and was moving eastward at 9mph (15 kph). The Miami-based center said Emily was expected to weaken to a tropical depression while crossing Florida in coming hours on a path out into the Atlantic.

Located 270 kilometers from Belize City and traveling at 20 kilometers per hour, the storm was expected to hit just north of the Mexican city of Chetumal, near the border with Belize, according to the US National Hurricane Center.

"Some strengthening is expected before the center reaches the Yucatan Peninsula, and Franklin could be near hurricane intensity at landfall," it said in an advisory.

Mexican authorities in the state of Quintana Roo declared an "orange alert," and evacuated around 300 people from small coastal villages facing the greatest threat.

They recommended people remain inside after dark, and planned to close the airport in Chetumal, a city of 150,000 people.

In Belize, the authorities also issued an alert and warned that power outages were likely in affected areas.

And in Guatemala, authorities said they expected heavy rain in the north and northeast.

The region is at high risk for devastating hurricane damage.

In 2005, Hurricane Wilma hit the Riviera Maya as a Category Four storm and pummeled the area for 48 hours, with a toll of eight people killed and $10 billion in damages.

Tropical storm Franklin is expected to develop into a hurricane later on Wednesday, the U.S. National Hurricane Center said, and is set to crash into eastern Mexico's key oil-producing Gulf state of Veracruz as the Atlantic's first hurricane of 2017.On Wednesday morning, the storm was located about 195 miles (315 km) east-northeast of the city of Veracruz, Mexico and was carrying maximum sustained winds of 70 mph (110 kph), the center added. Franklin was expected to weaken rapidly after making landfall.
