  Texas death row inmate from Dominican Republic loses appeal HOUSTON — The Texas Court of Criminal Appeals has refused an appeal from a man from the Dominican Republic on Texas death row for the fatal stabbing of a 6-year-old Houston boy. The state's highest criminal court ruled Wednesday in the case of 50-year-old Obel Cruz-Garcia.Cruz-Garcia was convicted in 2013 of the 1992 slaying of Angelo Garcia, who was abducted from a Houston apartment. A woman at the apartment also was raped.Cruz-Garcia was in prison in Puerto Rico for kidnapping when DNA testing in 2007 linked him to the rape and led to the capital murder charges.

MOSCOW — A nine-story apartment building partially collapsed Thursday in western Russia, killing at least three people and injuring three more, officials said.

Officials in Izhevsk believe a natural gas explosion is the most likely cause. Such blasts are common in Russia, where bottled gas is often used for cooking at home.

Pyotr Fomin, head of the local branch of the Emergencies Ministry, said in televised remarks that search teams have rescued three people, who were hospitalized with injuries, and pulled out three bodies from beneath the rubble.

Officials said more people are believed to remain under the debris.

Izhevsk, a city of about 625,000 people about 745 miles east of Moscow, is home to many industrial plants, including a factory that makes Kalashnikov assault rifles and other weapons.

Police said that firefighters quickly brought under control the fire that had broken out in one apartment, sending smoke through the two-story building.Fourteen people were slightly injured as a result of inhaling smoke. Police said a body was found in the apartment where the fire broke out, but they had no immediate details on the person's identity.There was no immediate information on the cause of the fire.
